Institute
of distance education
The
Moscow
Financial-Juridical
Academy
is one of the pioneer
institutions of higher education in
Russia
using a system of distance
learning. This is a new phenomenon for our country. The particularity of
distance (or open) education consists in new technology of training based on the
utilization of modern, interactive communications facilities. Distance education
was first used in the 1960s by two educators at
Berlin
University
, who sent methodological
guides, tests and other educational materials to their students by mail. Today,
distance education does not rely on mail, but allows a student to take part
actively in the educational process with the help of such communications
facilities as teleconference bridges, the Internet, and so on. The new
technology was once used primarily by people who are unable to attend classes
regularly. Now it is used mainly to reach as many students as possible.
At
the
Moscow
Financial-Juridical
Academy
an
Institute
of
Distance Education
has been specially created
for these purposes. Through it,
communication with affiliates of the Academy in other regions of
Russia
is carried out. Also thanks
to the
Institute
of
Distance Education
an international educational
program developed by The Open University Business School of Great Britain has
been used for the first time at the
Moscow
Financial-Juridical
Academy
. This has allowed us to
extend geographical borders of education by introducing European educational
standards.

Distance
education is a technology that will undoubted allow us to shorten the distance
between students and educators. Moreover, thanks to the development of distance
education, borders between states will be removed, and any student will be able
to get the education he wants.
Special
emphasis in a program of distance education is laid on the individual work of a
student based on so-called "case-technology." According to this
technology, a student receives for his personal use a set of educational
materials: course manuals, workbooks, audio and video cassettes. With these
materials the student works on his own and then writes a control work (test)
that is checked by educators in
Great Britain
. The student, as needed, can
receive a consultation at regular tutorials (seminars) or take part in field
work. Thus case-technology does not mean isolation from an educator and other
students nor does it mean absence of control over task performance.
